What is Vehicle Certification?

If you’re wondering what vehicle certification is, it’s the process of getting approval to fit an identification plate.

Before the registration of a road vehicle in Australia, it should comply with the Federal Motor Vehicle Standards Act 1989.

This applies to locally manufactured vehicles as well as to new and secondhand imported vehicles. Thus you should understand it while importing cars to Australia from USA or any other country.

The Act needs vehicles to meet the national standards covering safety and emission criteria. The Australian Design Rules (ADRs) are currently the national standards.

If an automobile has been certified as fulfilling the ADRs, it can be fitted with a compliance plate.

Fitting of a compliance plate is compulsory under the Motor Vehicles Standards Act and it shows to the registering authority that the automobile qualifies for registration.

This very process of getting approval to fit a Compliance Plate is known as vehicle certification. It’s administered by the Vehicle Safety Standards Branch (VSS).

Registering authorities in various States and Territories administer the registration and use of automobiles, roadworthiness of automobiles in service and approval of modifications to automobiles.

The Australian vehicle certification mechanism is a type of approval mechanism.

This means that an automobile indicating the design of that make-model is tested to exhibitcompliance with safety and emission standards.

If the tested automobile complies, all other automobiles of the same design will also comply.

Automakers Should Conduct the Tests

VSS doesn’t test automobiles itself for the purpose of certification. It’s the duty of the manufacturer to ensure compliance with the ADRs.

The Australian certification system allows the manufacturer of the vehicle (i.e. the licensee) to perform the tests needed by the various ADRs.

The automaker thus can organise those tests as per their convenience provided that the tests are performed properly.

To prove the compliance with all the applicable ADRs, multiple automobiles are normally needed, particularly for light commercials and passenger cars.

After conducting all the applicable tests, the automaker should then submit an application for approval to fit the Compliance Plates to the specific make/model of automobile that has been tested.

To prove to the VSS that the testing has been conducted correctly and that the automobile passed, the automaker needs to submit to VSS main results from the tests.

Compliance Plate Approval

When VSS is satisfied about the compliance of the vehicle, a document called a Compliance Plate Approval is issued by the Administrator of Vehicle Standards.

This is the authority that permits the automaker to fit compliance plates to automobiles of the particular make/model.

The details provided by an automaker are subject to inspecting using quality assurance audits of the production facilities and scrutiny of the test facilities.

These together make sure that the automobiles (or their parts) tested were built to the production design, that the automaker performed the tests correctly, and that all the automobiles are manufactured to the same design.
